The EIB Advisory JASPERS has developed an Excel tool with the aim to support beneficiaries of small water & wastewater projects to complete a climate resilience assessment that is proportionate to the size of the projects. The Excel tool has been designed for the climate resilience assessment of small projects that need to comply with the climate proofing requirement of the Common Provisions Regulation Art. 73 point 2 (j).

Held on December 3-4, 2024, the Sustainable Urban Mobility Plan (SUMP) training in Namur, Wallonia, Belgium, successfully attracted 35 enthusiastic participants. The training included a total of 9 modules (3 core and 6 electives) on SUMP-related topics that provided an in-depth look at the challenges and best practices in establishing SUMPs.

The event attracted 55 participants from several cities and organisations across Lithuania. The training included three core modules on SUMP methodology and six selected modules that provided an in-depth look at specific SUMP-related topics and their integration into a SUMP.

This JASPERS’ practical guidance document on climate change resilience proofing is meant to provide further technical support and concrete advice for the implementation of the European Commission Notice — Technical guidance on the climate proofing of infrastructure in the period 2021-2027, with a specific focus on the sectors of Energy, Municipal Solid Waste Management, and Transport. The document serves as a comprehensive resource for stakeholders involved in the development of infrastructure projects that are to be co-financed by the Cohesion Fund and the European Regional Development Fund (ERDF) in the EU Member States and therefore need to be climate proofed according to the requirements of Article 73(2)(j) of the EU Common Provisions Regulation. Climate proofing has two pillars of analysis that integrate (1) climate mitigation and (2) climate resilience/adaptation considerations into the development of infrastructure projects. This document addresses the second pillar of climate resilience. Overall, the guidance also aims to serve as a general reference on good practices for climate change resilience proofing. The document will be revised as necessary to ensure it remains current and relevant.

Held on October 9-10, 2024, the Sustainable Urban Mobility Plan (SUMP) training in Prague, Czechia, successfully attracted 26 participants. The training included three core modules on SUMP methodology and six selected modules that provided an in-depth look at specific SUMP-related topics and their integration into a SUMP. The training began with introductions by Mgr. Michal Ulrich from the Czech Ministry of Transport and Paul Riley from EIB-JASPERS, followed by a tour de table. Participants then discussed the basics of SUMP methodology and practice, explored the link between strategic plans and project preparation, and discussed urban nodes and the interface between local and strategic transport. The day continued with sessions on indicators, targets, and monitoring, and concluded with a focus on road safety and street design, wrapping up with a summary of the day’s activities. The second day covered sessions on SUMPs for small and medium-sized cities, active modes and micro-mobility, and freight and logistics. The afternoon covered citizen and stakeholder engagement and communication, with the training concluding with wrap-up remarks.

Half of the energy in the EU is used for heating and cooling buildings, with the majority still derived from fossil fuels. District heating systems, more prevalent in central-eastern and northern Europe, account for about 10% of the EU’s heat demand. There are approximately 10,000 district heating systems in the EU, serving 70 million people. Upgrading these systems to be more efficient and renewable-based is essential for meeting EU energy policy objectives. Significant investments are required, and the EU has allocated substantial funds for these upgrades in its 2021-2027 financial framework. This guide aims to simplify the preparation of district heating decarbonisation projects to benefit from EU funding. It provides systematic practical advice based on JASPERS’ experience, covering areas such as analysis of the existing situation, objective setting, options analysis, definition of measures, and determination of an optimized set of measures. The document targets regions, municipalities, and district heating companies planning projects under the 2021-2027 Multiannual Financial Framework, reflecting best practices and EU regulations as of June 2024.

The Sustainable Urban Mobility Plan (SUMP) training in Bucharest, Romania, took place on 23-24 September. Delivered by our JASPERS experts, the training covered: basics of SUMP methodology, strategic plans, programming, pipeline, and project preparation, urban nodes and the interface between local and strategic transport, multi-modal plan scenario building in SUMPs, collective passenger transport, active modes, and micromobility. The second day included sessions on road safety and street design, inclusive and accessible mobility.
