Shaping cohesion policy together

The European Investment Bank (EIB), the European Commission (EC), and national stakeholders gathered in Warsaw for a two-day special event co-hosted by the Polish Ministry of Development Funds and Regional Policy, marking the 20 years celebration of JASPERS.

The event brought together over 90 participants to reflect on JASPERS’ achievements and explore how advisory services can continue to support EU priorities in a changing world.

 

A legacy of support

Since its creation in 2005, JASPERS has become one of the largest EIB advisory mandates, implemented in partnership with the European Commission. Over the past two decades, it has supported more than 2,400 assignments in 29 countries, with a total investment volume exceeding €355 billion.

Poland has played a central role in this success, benefiting from 545 assignments; making it one of JASPERS’ most active and strategic partners.

 

Two days of strategic dialogue

The Warsaw event focused on how EIB advisory services can adapt to new EU priorities, stemming from the Mid-term review of the Cohesion policy, including:

  • Competitiveness and innovation
  • Decarbonisation and energy transition
  • Water resilience and climate preparedness
  • Affordable housing and urban development
  • Security and defence

These discussions are particularly timely in light of the forthcoming European Commission proposal for the revised Multiannual Financial Framework (MFF), expected to be published in the coming days.

JASPERS, as part of the EIB Advisory offer, presented concrete project examples and shared lessons learned from the first half of the 2021–2027 programming period. The sessions also highlighted efforts to build administrative capacity and address cross-sectoral challenges.
