Twenty years ago, JASPERS was created to help Member States prepare better projects.
Born out of the EU’s historic enlargement in 2004 – when the Union grew from 15 to 25 members – what started as a small advisory initiative has evolved into a trusted partner for governments and regions across Europe.
JASPERS is now at the heart of EIB Advisory, joining forces with other key advisory initiatives to deliver a stronger value to our partners.
Over the years, we have supported thousands of projects – from modern transport networks and renewable energy systems to hospitals and digital infrastructure – all designed to improve lives and strengthen communities.
As part of the Bank's advisory services, we have helped shape projects that respond to Europe’s evolving priorities: climate action, digital transformation, social inclusion and security. Every milestone reflects the dedication of our partners and the shared ambition to deliver sustainable growth.

Celebrating 20 years
In 2005, the European Commission and the European Investment Bank launched JASPERS – Joint Assistance to Support Projects in European Regions – to help Member States prepare high-quality projects aligned with EU priorities. Twenty years later, JASPERS stands as a cornerstone of EU Cohesion Policy, having supported over 2,400 assignments, mobilising investments exceeding €355 billion across 36 countries.
