About
The webinar "Ensuring resilience of infrastructure projects in 2021-27 - Sharing of experiences and good practices" was organised in cooperation with the European Commission and aimed at fostering knowledge on how to implement climate resilience proofing for infrastructure projects and ensure their climate resilience.
The 2024 European Climate Risk Assessment (EUCRA) report identifies infrastructure as one of Europe’s priority policy areas facing eight major climate risks. These include various forms of flooding (pluvial, fluvial, and coastal), damage of infrastructure due to extreme weather events, and energy disruptions caused by heat, droughts, or floods.
Urgent action is needed to ensure resilience of infrastructure against the potential impacts of climate change.
In addition, climate resilience proofing is a requirement for infrastructure projects seeking EU funding— for example through Cohesion Fund, European Regional Development Fund, Just Transition Fund, or InvestEU fund.
It is a challenging topic, and the European Investment Bank (EIB), through the JASPERS mandates, supports several EU Member States in implementing climate proofing requirements at national and regional level. This includes providing technical capacity building and advice.
This webinar was organised in cooperation with the European Commission and aimed at fostering knowledge on how to implement climate resilience proofing for infrastructure projects and ensure their climate resilience.
The session focussed on transport infrastructure projects that are facing significant climate risks due to more frequent extreme weather events and on flood protection projects that aim to enable climate resilience of the whole society.
Target audience
The session was open to the various stakeholders from both EU and pre-accession countries involved in the climate resilience proofing of infrastructure projects including managing authorities, implementing bodies, national/regional/local authorities, beneficiaries/projects promoters and consultants.
Objectives
The webinar covered:
- EU climate preparedness and adaptation policy, along with its future directions
- The European Commission’s climate resilience proofing methodology for infrastructure projects
- EIB Advisory support related to climate resilience proofing
- Climate adaptation guidance and tools developed by the EIB Advisory through JASPERS mandate to support climate resilience assessments in key sectors
- Case studies on climate resilience proofing for transport and flood protection infrastructure projects
In addition, it included:
- A discussion with participants to share their experiences and challenges in implementing climate resilience proofing
- An open session using Slido, which gave participants the opportunity to express their needs for further advisory support and capacity building related to climate resilience proofing

Decarbonisation of district heating systems in Pre-accession and Eastern Neighbourhood countries
The EIB Advisory JASPERS Webinar on Decarbonisation of District Heating Systems ( DH) , focused on upgrading district heating systems to meet EU energy policy objectives, enhancing energy efficiency, and reducing carbon intensity. The event highlighted the challenges faced by fossil fuel-based systems due to stricter emission standards and rising costs under the Emissions Trading Scheme (ETS). Many existing systems need upgrades to comply with EU energy policies and the EU Strategy for Energy System Integration emphasizes investing in smart, efficient, renewable-based district heating to meet climate targets. Participants learned about the latest EU financing instruments, including the Modernisation Fund and Recovery and Resilience Facility, and discovered systematic approaches to project preparation.
