Description
EIB Advisory through its JASPERS mandate has developed three Excel tools with the aim to support beneficiaries of small projects to complete a climate resilience assessment that is proportionate to the size of the projects.
The three Excel tools has been designed for the climate resilience assessment of small projects that need to comply with the climate proofing requirement of the Common Provisions Regulation Art. 73 point 2 (j).
These tools:
- cover buildings; water and wastewater projects; and urban regeneration projects.
- perform a simplified qualitative assessment of climate threats potentially affecting the project. The analysis and effort are intended to be proportionate to small- size projects.
- use an indicator-based approach for the characterisation of potential climate hazards and risks, that is simple albeit subjective. They rely on empirical evidence and hence can be applied by non-experts.
- do not however entail the robustness of a quantitative risk analysis which evaluates losses on exposed elements using probabilistic metrics
It is noted again that the tools are intended for small projects, and they should not be used as screening tool for large projects.
The definitions of small-scale projects are subject to variations based on country-specific context and regulations and should be defined by the National Managing Authorities. In each Excel tool JASPERS includes a recommendation about what could be considered as small-scale project for the specific type of infrastructure.
In this page you can find the three Excel tools in Spanish already incorporating the scoring for future exposure for Spain.

- EIB retains copyright to this tool on behalf of EIB Advisory JASPERS. Permission to distribute this tool in whole for non-commercial purposes and without fee is hereby granted provided that EIB Advisory JASPERS is acknowledged.
- The tool performs a simplified likelihood analysis that considers the probability of experiencing the most severe hazard in the project location. .It uses an indicator-based approach for the characterisation of potential climate hazards and risks, that is simple albeit subjective. It relies on empirical evidence and hence can be applied by non-climate experts. It does not however entail the robustness of a quantitative risk analysis which evaluates losses on exposed elements using probabilistic metrics.
- The tool has been developed in MS Excel and it has not been tested in other spreadsheet applications so it might not work properly with other applications.
COMPATIBILITY WITH MICROSOFT EXCEL VERSIONS
The tools are not compatible with Microsoft Excel 2019 or earlier versions, as they use a function that is not available in these versions.
