Description
The European Commission’s 2019 announcement of the European Green Deal marked a pivotal moment in the pursuit of sustainability. This roadmap aims to transform climate and environmental challenges into opportunities across all policy domains, fostering a just and inclusive transition. Key objectives include achieving carbon neutrality, promoting a circular economy, and halting climate change and biodiversity loss.
While the EU Nature Directives (Birds Directive and Habitats Directive) have a long history since their adoption, challenges persist in their implementation at the national level. The EU Biodiversity Strategy 2030, integral to the Green Deal, seeks to restore biodiversity and ecosystems. As a result, projects must comply with the requirements of these Directives in view of Site-Specific Conservation Objectives (SSCOs).
This document draws on JASPERS’ experience and the European Commission’s guidelines to enhance Member States’ capacity for Appropriate Assessment (AA) of projects. Specifically, it supports AA processes for water and wastewater infrastructure development and flood prevention and disaster risk management projects.
