Our experts have developed an Excel tool to assist beneficiaries of small building projects that need to comply with the climate proofing requirement of the Common Provisions Regulation Art. 73 point 2 (j). It will help them to complete a climate resilience assessment that is proportionate to the size of the project.
The tool performs a simplified qualitative assessment of potential climate threats affecting the project. The analysis and effort are tailored to the scale of small projects.
It uses an indicator-based approach to characterize potential climate hazards and risks, which is simple and albeit subjective. The assessment relies on empirical evidence and hence can be applied by non-experts.
However, it does not entail the robustness of a quantitative risk analysis, which evaluates losses on exposed elements using probabilistic metrics.
The tool is specifically intended for small building projects and should not be used as a screening tool for larger projects.
The definition of small-scale building projects is subject to variations based on country-specific context and regulations and should be defined by the National Managing Authorities. The Excel tool includes a recommendation from JASPERS on what could be considered a small-scale project for this type of infrastructure.
