About
Held on 24-25 of September 2025, the Sustainable Urban Mobility Plan (SUMP) training in Utrecht, the Netherlands, was a capacity building event for 31 committed urban transport specialists. The event was the first of 12 events planned for Phase II of the SUMP training events; all events are run by the EIB on behalf of DG MOVE.
The event included a total of 9 training modules (3 core and 6 electives) on SUMP-related topics that provided a detailed overview of the challenges and best practices in establishing SUMPs.
The training began with introductions by Dr. Michiel van Dongen, Ministry of Infrastructure and Water Management, along with a representative from EIB-JASPERS, Mr Fergal Trace, followed by a tour de table. The training was provided by Christiaan Kwantes, Tom Rye and Mark Finer.
During the first day trainees enjoyed training on the basics of SUMP methodology and practice, explored the link between strategic plans, programming, pipeline and project preparation, and discussed the interface between local and strategic transport. The day finished with discussions on multi-modal scenario building in SUMPs, and indicators, targets and monitoring.
The second day covered sessions on spatial planning, organisational and institutional aspects and freight and logistics. The training session ended with a discussion on demand and accessibility analysis through the SUMP, before the final wrap-up and conclusions.
