Held on 09-10 of December 2025, the Sustainable Urban Mobility Plan (SUMP) training in Tallinn, Estonia, was a capacity building event for 24 committed urban transport specialists. The event was the fifth event in Phase II of the SUMP training events; all events are run by the EIB on behalf of DG MOVE.

The event included a total of 9 training modules (3 core and 6 electives) on SUMP-related topics that provided a detailed overview of the challenges and best practices in establishing SUMPs.

The training began with introductions by Eva Killar, Head of Department at the Ministry of Climate of Estonia, along with EIB Head of Riga Office, Dr Götz von Thadden, and EIB Lead Transport Engineer, Kristiaan Duus followed by a tour de table. The training was provided by Christiaan Kwantes, Kristina Gaučė and Mark Finer.

During the first day trainees reviewed the basics of SUMP methodology and practice, studied road safety and street design, and explored the link between strategic plans, programming, pipeline and project preparation. The day finished with discussions on collective passenger transport and spatial planning.

The second day covered sessions on urban nodes and the interface between local and strategic transport, SUMP for small and medium sized cities, freight and logistics and finished with a discussion on active modes and micro mobility, before the final wrap-up and conclusions.
