On 24 June 2026 EIB Advisory, through its JASPERS programme, launched a capacity-building programme to support small and medium‑sized TEN‑T ports in implementing the EU Ports Strategy.
The programme is organised in close cooperation with the European Commission.
The kick-off webinar brought together representatives from port authorities, terminal operators, managing bodies, public administrations and other stakeholders from across the Europe.
It marked the start of a seven-step knowledge-sharing series of webinars designed to help port stakeholders develop sound, sustainable and bankable investment projects aligned with EU transport, cohesion and climate objectives.
Participants gained an overview of the European Commission’s strategic vision for ports,including their role in strengthening Europe’s competitiveness, innovation and digitalisation, the energy transition and sustainability, resilience, security and social cohesion.
The session outlined current funding opportunities under the Connecting Europe Facility (CEF) and other sources, previewed what to expect in the EU’s next financial perspective, and explained the EIB finance and advisory solutions available to ports.
The event closed with an interactive Q&A session, giving participants direct access to experts from the EIB, the European Commission and CINEA. Stakeholders were also invited to express interest to attend separate bilateral flash project screening sessions to discuss potential investments, needs for advisory support, and financing needs.

EU Ports capacity building programme
The EU Ports Capacity Building Programme is a joint initiative of the European Commission (DG MOVE and DG REGIO) and EIB Advisory through JASPERS. The programme supports the implementation of the new EU Ports Strategy by strengthening the institutional, technical and financial capacity of small and medium-sized TEN-T port authorities across Europe.
