About

A seminar on Blending ESIF grants with public funding and private financing in a PPP structure was held in Brussels on 11 May 2016.

The meeting was attended by around 60 participants from Member States' authorities and beneficiaries, representatives of the European Commission and JASPERS partners.

Target audience

The workshop was jointly organised with UITP and is targeted to representatives from local and regional public transport authorities, representatives of public transport companies and representatives from managing authorities and line ministries responsible for ESI funds in favour of public transport service assets.

Objectives

This seminar provided an introduction to Public-Private Partnerships (PPP) concepts and rationale, and then focused on the implications and possibilities afforded by the new Regulations for blending European Structural and Investment Funds (ESIF) with other public funding and private financing in a PPP structure.

It also provided the opportunity to present and discuss a guidance document on blending ESIF grants with PPPs in the 2014-2020 programming period, recently published by EPEC (available here ).

The seminar was organised by the JASPERS Networking and Competence Centre in close cooperation with DG REGIO and EPEC, whose representatives actively participated in the event and planned Q&A sessions.
