EIB Advisory through its JASPERS mandate, together with the Spanish Ministry of Finance (Directorate General for European Funds), hosted a webinar on 29 October 2025 focused on applying the European Commission’s Technical Guidance on Climate Proofing to municipal solid waste and recycling projects exceeding €10 million for recipients of EU funds in Spain.
The aim of climate proofing is to guarantee that infrastructure can withstand the anticipated effects of climate change, while also ensuring that project-related greenhouse gas emissions align with both EU and Spanish decarbonization targets.
During the session, participants received an overview of the EC’s climate proofing methodology and its practical application in a Spanish municipal solid waste project, including real-world examples of adaptation measures and practical recommendations.
Target Audience
The webinar was designed for stakeholders that are involved in the climate proofing process in Spain including infrastructure developers, European fund managers and technical staff involved in municipal solid waste and recycling projects.

The webinar covered the following topics:
- Climate proofing methodology based on the EC Technical Guidance on Climate Proofing of Infrastructure for the period 2021-2027
- A case study of climate proofing assessment for a waste management project in the municipality of Orihuela in Alicante with practical insights and examples of adaptation measures
- Interactive session with questions and answers to clarify key questions and discuss the difficulties that arise in the implementation of climate proofing in waste management projects

Practical application of the European Commission's technical guidance on climate proofing to renewable energy projects
EIB Advisory JASPERS, in collaboration with the Ministry of Finance (Directorate General for European Funds), organized a webinar on the practical application of the European Commission's Technical Guidance on Climate Proofing in renewable energy projects over €10 million for beneficiaries of EU funds in Spain on September 29, 2025. Climate proofing seeks to ensure that infrastructure is resilient to the potential impacts of climate change while ensuring that GHG emissions from projects are consistent with the EU and Spanish decarbonization objectives.
Decarbonisation of district heating systems in Pre-accession and Eastern Neighbourhood countries
The EIB Advisory JASPERS Webinar on Decarbonisation of District Heating Systems ( DH) , focused on upgrading district heating systems to meet EU energy policy objectives, enhancing energy efficiency, and reducing carbon intensity. The event highlighted the challenges faced by fossil fuel-based systems due to stricter emission standards and rising costs under the Emissions Trading Scheme (ETS). Many existing systems need upgrades to comply with EU energy policies and the EU Strategy for Energy System Integration emphasizes investing in smart, efficient, renewable-based district heating to meet climate targets. Participants learned about the latest EU financing instruments, including the Modernisation Fund and Recovery and Resilience Facility, and discovered systematic approaches to project preparation. The webinar was ideal for managing authorities, line ministries, municipalities, and district heating companies. Attendees engaged in expert-led discussions, case studies, and Q&A sessions, advancing their knowledge in district heating decarbonisation and contributing to the EU's environmental targets.
