Workshop on Preparation of Terms of Reference and management of project preparation studies

48 participants (25 in person and 23 on-line) joined on 30^th November and 1^st December 2023 the workshop on “Preparation of Terms of Reference and management of project preparation studies”. The event was organised as a collaboration between the Transport Community Permanent Secretariat and JASPERS.

Target audience

The workshop was designed for key stakeholders from the Regional Partners’ administrations who are responsible for the preparation and implementation of transport projects. EC Consultants (IFICO) who support the Western Balkans Investment Framework also participated.

Objectives

The workshop aimed to transfer the “know-how” and experience of JASPERS regarding the project preparation process to the participants. The presentations were targeted at demonstrating how well-planned and executed infrastructure project preparation contributes to achieving successful implementation and minimizing the risk of delays and cost overruns.

During the workshop, JASPERS’ experts covered the following topics:

• The project cycle and its stages;
• The goals, scope and differences of pre-feasibility and feasibility studies;
• The best practices for scoping pre-feasibility and feasibility studies, and drafting Terms of Reference for their procurement;
• The methods for scoping updates of pre-feasibility, feasibility studies, and designs; developing procurement strategies;
• A wider discussion on the challenges for the preparation of transport projects in the region.
