The NSSP in-presence Workshop, held on the 10th and 11th December 2024 in Athens provided a unique opportunity for representatives from EU Member States (MS) to exchange knowledge and best practices regarding National SUMP Support Programmes (NSSPs). Organized by the European Investment Bank (EIB-JASPERS) and funded by the European Commission (DG MOVE), the event focused on discussing challenges, solutions, and recommendations for the development and implementation of NSSPs.

The event in Athens saw the participation of 20 national representatives from 13 EU Member States, and followed a similar complementary event in Brussels in October 2024.

The event opened with a welcome to participants from the Secretary General for Transport, Ms Despoina Paliarouta, followed by an introduction to the objectives of the event by Alan OBrien (EIB-JASPERS), who facilitated the discussion during the two days. Ines Hartwig (DG MOVE) gave an overview of the revised TEN-T Regulation and European guidance for NSSPs, as well as the various grant supports that are available. Following this, Prof. Tom Rye, a key expert from the delivery team, provided an overview of NSSPs, outlining key elements, challenges, and examples of best practices.

Three participating Member States, namely Greece, Lithuania and Slovenia, delivered excellent presentations on their own national and regional experience in implementing NSSPs.

Two facilitated discussions structured the day's interactive sessions:

  1. NSSP content and administrative structures: during this first session, participants exchanged experiences on how NSSPs are developed within different administrative structures.
  2. NSSP National level monitoring and evaluation: the second session focused on how Member States assess and monitor the implementation of SUMPs.

Participants valued the opportunity to share experiences and learn from other EU MS on how they are tackling common challenges.  Questions such as methods for financing SUMP measures were discussed, along with approaches and challenges related to the definition of Functional Urban Areas and their governance.  The group also exchanged experience on methods for evaluation of the quality of SUMPS, as well as collection of information relating to monitoring of the impact of measures on achieving national-level targets.

The workshop concluded with a consensus that continues engagement across national contact points is important to support the ongoing formalization of NSSPs across MS, and provided some initial ideas on future areas of discussion to support this process.
