Climate proofing aims to safeguard infrastructure from the impacts of climate change while ensuring adherence to the “energy efficiency first” principle. It also ensures that a project's emissions align with the European Union’s and national climate neutrality objectives.
Through JASPERS, EIB Advisory supports seven EU Member States in meeting the climate proofing requirements for infrastructure projects seeking funding, including Poland.
On 28 January 2025, EIB Advisory JASPERS, in collaboration with the Polish Ministry of Development Funds and Regional Policy and the Ministry of Climate and Environment, organised a webinar focused on the climate proofing of infrastructure projects for EU funding beneficiaries in Poland. This introductory event on climate proofing will be followed by additional capacity-building activities to further support participants.
Target audience
The webinar was designed for beneficiaries of EU funding in Poland who are required to perform climate proofing assessments in accordance with the Common Provisions Regulation.
Objectives
- To provide an overview of climate proofing requirements for infrastructure projects in line with the Common Provisions Regulation (CPR).
- To explain the climate proofing methodology based on the European Commission's technical guidance for the 2021-2027 period.
- To present a practical example of climate proofing applied to a solar photovotaic project.
- To discuss the Polish legal framework and guidance on climate proofing developed by EIB Advisory JASPERS.
- To highlight the work and support provided by EIB Advisory JASPERS in Poland related to climate change.
- To facilitate interactive sessions, including Q&A and Slido, allowing participants to engage with experts, ask questions, and share capacity-building needs for future activities.

Decarbonisation of district heating systems
**SEO Description:** The EIB Advisory JASPERS Webinar on Decarbonisation of District Heating Systems ( DH) , focused on upgrading district heating systems to meet EU energy policy objectives, enhancing energy efficiency, and reducing carbon intensity. The event highlighted the challenges faced by fossil fuel-based systems due to stricter emission standards and rising costs under the Emissions Trading Scheme (ETS). Many existing systems need upgrades to comply with EU energy policies and the EU Strategy for Energy System Integration emphasizes investing in smart, efficient, renewable-based district heating to meet climate targets.
