In 2021 JASPERS completed 102 advisory assignments, including 85 in the European Union. Support was provided for the preparation of projects in a variety of sectors: transport; energy; innovation; digital and human capital; water and environment; climate change mitigation and adaptation; urban development; circular economy; and capacity building.

JASPERS offers integrated, area-based and targeted assistance to public authorities in preparing green, inclusive and sustainable urban investments that have the potential for EU financing.
Annual Report 2020
JASPERS completed 131 assignments across all mandates in 2020, and the European Commission approved financial contributions to 49 major projects supported by JASPERS at project preparation stage, or appraised by JASPERS, with total project costs of €19.2 billion and €7.1 billion of EU grant support. Projects addressing health, emergency response, energy, research, environment and climate change witnessed increase in demand for assistance.

Annual Report 2018
In 2018 JASPERS completed an all-time high of 191 assignments and delivered services across a wider range of projects in more countries than ever before. During the year, it started work in Austria and Germany. Activities covered advisory assistance for project preparation, capacity building and project appraisal to support the approval of projects by the European Commission. In 2018, the European Commission approved 68 JASPERS-supported grant funding applications for projects with a total cost of almost €20bn and EU grant support of over €10bn.

In 2017 JASPERS completed a record number of assignments, delivering services across a wider range of projects in more countries. On this occasion JASPERS completed 188 assignments for all mandates, 136 of which were in support of major projects, which continued to be the focus of JASPERS activity.

Controlling water risks in tunnels
The Hydrogeological Excavation Code - A value added methodology
Water in tunnels may put safety at risk and cause irreversible damages to the environment. Both the construction phases and the long-term operation of a tunnel may be disrupted, resulting in losses of time and reputation. Cost overruns can also be sizeable. Assessing the hydrogeological situation at a very early stage in the project cycle is crucial, as is the systematic monitoring of water levels throughout a tunnel's lifetime.
With this in mind, JASPERS has adapted a methodology called Hydrogeological Excavation Code (HEC), to help transport infrastructure authorities manage the hydrogeological risks in major underground projects.

In 2016, JASPERS had a growing role in the Cohesion Policy, delivering more services in more countries than ever before. This Annual Report provides an overview of our activities throughout the year.
JASPERS:10 years of support for cohesion policy
On the occasion of its tenth anniversary, JASPERS has issued a brochure illustrating the achievements of this initiative for EU cohesion policy. The publication "JASPERS: 10 years of support for cohesion policy" includes the personal memories and reflections of those who witnessed the launch of JASPERS and contributed to its success over the first ten years.

The 2015 Activity Report provides information on JASPERS’ independent expert advice and capacity building support to public authorities and final beneficiaries of projects to be funded by the European Structural and Investment Funds (ESIFs) for the Member States. It also covers JASPERS’ new activities, further to the expansion of JASPERS’ scope during the year, and the activities of the Networking Platform, which was subject to a separate report in the previous years.
JASPERS in the 2014-2020 programming period
JASPERS (Joint Assistance to Support Projects in European Regions) provides independent expert advice and capacity building support to public authorities and final beneficiaries on how to plan, develop and implement high quality major projects to be co-financed by European Structural and Investment Funds (ESIF), as well as programmes and sector strategies that deliver EU policy objectives.
JASPERS support is available to the majority of EU and Candidate Countries. In the 2014-2020 programming period, JASPERS will offer project preparation support and strategic advice, training, thematic support and networking and independent quality review of projects to be submitted for grant finance.

JASPERS Evaluation Report
The purpose of this Evaluation (by AECOM) was to establish the impact of JASPERS, from 2005 until the end of June 2011, on the quality and timeliness of the preparation, submission, approval and implementation of Major projects in the countries which joined the European Union in 2004 and 2007. The Evaluation was also to obtain evidence of improved technical capacity on the part of Members States, and to discuss the future direction of the JASPERS Initiative.

This is the Annual Report for 2007 which was an important year for JASPERS since it was the first full year of operations.
Meetings of the Steering Committee comprising representatives of the three stakeholders (European Commission, European Investment Bank and European Bank for Reconstruction and Development) were held on 27th March, 17th July and 16th November 2007.
The JASPERS budget for 2008 was agreed by the Steering Committee on 16th November 2007.
