A workshop on the implementation of the water framework directive when preparing new projects in the financial perspective 2014-2020 was held in Brussels on 9-10 June 2015.The workshop was attended by over 110 participants from Member States' authorities, representatives of the European Commission and JASPERS partners.
Target audience
The workshop was organised in close cooperation with DG Environment and is targeted to representatives from managing authorities and line ministries that are or will be responsible for the preparation of projects and programmes in sectors that could be concerned with the concrete application of Art 4.7 of the Water Framework Directive.
Objectives
The aim of this interactive workshop was to present concrete experiences, highlight good practices and discuss challenges for the attainment of environmental objectives under the Water Framework Directive when preparing new projects in the financial perspective 2014-2020.
The workshop also addressed to authorities in Member States dealing with the planning, preparation and implementation of River Basin Management Plans, as well as authorities responsible for the permitting of new infrastructure projects, in particular those that could be concerned with the concrete application of exemptions under the Water Framework Directive.
The workshop touched on available guidance on the requirements of the Water Framework Directive related to the environmental objectives, and then continued with the presentation of concrete case studies and good practices from selected Member States related to hydropower, river navigation, floods management and river restoration projects.
The case studies presented focused on how environmental objectives and the application of exemptions for projects involving new physical modifications were attained. Other relevant subjects covered in the workshop included the definition of adequate mitigation measures, evaluation and selection of better environmental options, and the justification of projects as required by the Water Framework Directive.
